To consolidate the innovative strength of returned overseas talents, build a vertical service platform for industry integration under the China Overseas Returnees Entrepreneurship Union, smooth the channels for regular cross-sector resource linkage, integrate domestic and international innovation resources for returnees, and solidify the foundation for the coordinated development of the national returnee entrepreneurship system, the 2026 Plaque Presentation Ceremony for the Establishment of the Integrated Innovation Committee of the China Overseas Returnees Entrepreneurship Union was successfully held at the Private Economy Promotion Center of Qingyang District, Chengdu. The event was hosted by the China Overseas Returnees Entrepreneurship Union and organized by the Preparatory Group of the Integrated Innovation Committee, with strong support from the Sichuan Provincial Association for Science and Technology, the Chengdu Association for Science and Technology, and the Qingyang District People’s Government. The ceremony was attended by Hu Shengfa, Chairman of the Council of the China Overseas Returnees Entrepreneurship Union; Yang Yang, Executive Vice Chairman of the China Overseas Returnees Entrepreneurship Union and Chairman and General Manager of the New Technology Development Center Co., Ltd. of the China Association for Science and Technology; Chen Conghe, Deputy Inspector of the Beijing Office of the Chengdu Municipal People’s Government; Zhong Xunyuan, Deputy Director of the Standing Committee of the Qingyang District People’s Congress; Song Yongjun, Deputy Director of the Societies Service Center of the Sichuan Provincial Association for Science and Technology; and Luo Yang, Chairman of the Economic Committee of the Standing Committee of the Qingyang District People’s Congress.

During the plaque presentation and establishment session, Chairman Hu Shengfa officially unveiled the plaque for the Integrated Innovation Committee of the China Overseas Returnees Entrepreneurship Union, and Vice Chairman Yang Yang issued the letter of appointment to Professor Fang Junyan, Director of the New Energy Division of the Hong Kong Academy of Technology, as Deputy Director of the committee. Closely following the national strategy for integrated innovation development, the committee covers seven industrial fields: technology R&D, digital cultural creativity, health management, commerce and trade services, finance and securities, aviation services, and advanced manufacturing. It will build an integrated service platform for “overseas technology introduction – local scenario incubation – nationwide industrial implementation,” fully empowering returned overseas talent to innovate and start businesses, regional industrial synergy, and precise policy implementation.

The Hong Kong Academy of Technology sent a special congratulatory letter, extending warm congratulations on the establishment of the committee and expressing its willingness to carry out pragmatic cooperation in areas such as scientific research tackling, talent exchange, project incubation, and international resource connection, so as to jointly promote the complementary strengths of Hong Kong and the mainland in innovation and industrial chains.
During the experience-sharing session, the Secretary-General of the Jiangsu Provincial Overseas Returnees Entrepreneurship Union shared benchmark practices and mature, replicable, and scalable experience in precision services for returned overseas talents, cross-industry integration, and the implementation of entrepreneurial projects. Participants also conducted an on-site visit to the 611 Flight Design Center in Qingyang District, gaining in-depth insight into regional innovation achievements in the aviation industry and exploring opportunities for industrial cooperation.
Nearly 100 people attended the event, including representatives of the China Overseas Returnees Entrepreneurship Union, secretary-generals of provincial and municipal overseas returnees entrepreneurship unions, officials from relevant provincial, municipal, and district departments, representatives of university alumni associations, representatives of industry chambers of commerce, returned overseas entrepreneurs, and member representatives.
