(Hong Kong, 20 February 2026) The Hong Kong Technology Research Institute (hereinafter referred to as the “Institute”) has officially received a reply from the Commissioner of the Innovation and Technology Commission of the Government of the Hong Kong Special Administrative Region. In the letter, the Commissioner specifically responded to the “2025 Hong Kong Technology Development White Paper” (hereinafter referred to as the “White Paper”) previously published by the Institute, expressing gratitude for the Institute’s views on innovation and technology. This has laid a solid foundation for the two sides to deepen cooperation and jointly promote the high-quality development of Hong Kong’s innovation and technology sector.
As one of the core institutions promoting the development of Hong Kong’s innovation and technology, the Institute has always leveraged the institutional advantages of “one country, two systems,” anchored itself to national strategic directions, and aligned closely with the goal of building Hong Kong into an international innovation and technology centre. Against the backdrop of global technological competition entering a “deep-water zone,” the Institute systematically reviewed the macro environment, core achievements, and future pathways of Hong Kong’s technology development, and officially released the White Paper in October 2025. It has provided an authoritative and professional reference for government innovation and technology (I&T) decision-making, enterprise industrial layout, and industry-academia-research collaboration, comprehensively showcasing Hong Kong’s innovation vitality and development potential in frontier fields such as artificial intelligence, semiconductors, life and health, low-altitude and space economy. It has also underscored the Institute’s sense of responsibility and commitment to serving Hong Kong’s I&T development.
Since its release, the White Paper has not only received widespread attention and positive responses from all sectors of society, but has also been highly valued by the Innovation and Technology Commission. The Commissioner’s reply is both a positive response to the Institute’s previous work and a strong support for Hong Kong’s innovation and technology development. In the letter, the Commissioner explicitly stated, “Thank you for your views on innovation and technology,” conveying a positive signal for both sides to pool their efforts and jointly promote I&T development.
The Hong Kong Technology Research Institute expressed its heartfelt gratitude for the Commissioner’s care, recognition, and earnest expectations. The Institute has always upheld the core mission of “empowering I&T, serving Hong Kong, and connecting the world,” and has been deeply devoted to applied research on frontier technologies and the commercialization of research outcomes. It continues to make sustained efforts in enhancing Hong Kong’s scientific research strength, improving the I&T industry ecosystem, gathering and nurturing high-calibre talent, and deepening regional collaborative innovation. The leapfrog achievements in Hong Kong’s I&T sector in 2025 summarised in the White Paper — the commissioning of the Cyberport Artificial Intelligence Supercomputing Centre, key technological breakthroughs at the pilot line of the Yuen Long Microelectronics Centre, the efficient operation of the Hetao Cooperation Zone Clinical Trial Centre, and the accelerated deployment of the low-altitude and space economy — would not have been possible without the policy guidance and strong support of government departments such as the Innovation and Technology Commission, nor without the concerted efforts and joint progress of all stakeholders in industry, academia, and research.
Looking ahead, the Hong Kong Technology Research Institute will take this reply from the Commissioner as an important opportunity to further play its role as a bridge and link, thoroughly implement the development pathways proposed in the White Paper, focus on achieving breakthroughs in core technologies, continuously improve the virtuous cycle of “R&D–finance–industry,” deepen industry-academia-research collaborative innovation, and accelerate the translation and application of research outcomes. At the same time, the Institute will continue to strengthen routine communication and collaboration with the Innovation and Technology Commission, actively respond to government I&T policy directions, precisely align with national strategic needs, broadly bring together global innovation resources, and help Hong Kong overcome development challenges such as weak links in the industrial ecosystem and structural talent gaps. It will firmly seize development opportunities such as the empowerment of national strategies and the boom of emerging industries, driving Hong Kong’s technology development from “quantitative accumulation” to a “qualitative leap,” and helping Hong Kong consolidate the status of the “Shenzhen–Hong Kong–Guangzhou” global top innovation cluster.
The Hong Kong Technology Research Institute firmly believes that, under the guidance and support of the Innovation and Technology Commission and with the joint efforts of all sectors, Hong Kong will fully leverage its unique strengths of strong scientific research capabilities, efficient resource allocation, and prominent financial empowerment, continue to consolidate its status as an international innovation and technology centre, achieve even greater breakthroughs in frontier fields such as artificial intelligence and aerospace technology, and contribute a solid “Hong Kong strength” to the nation’s self-reliance and self-strengthening in science and technology as well as to global technological progress.
